Dr. Katerina Kaftani

Dr Katerina Kaftani holds a PhD from the University of Paris I – Panthéon Sorbonne and she has been admitted to appear before the Supreme Court. Furthermore, she is an Accredited Mediator by the Chartered Institute of Arbitrators (CIArb) and the Greek Ministry of Justice.

She studied Law at the University of Athens Law School, where she received her Degree. Later, she continued her studies in Paris, France, where she obtained two post-graduate degrees (DEA), in Administrative Law (from the University of Paris I – Panthéon Sorbonne) and in History, Philosophy, Anthropology of Law (from the University Paris X Nanterre), and she completed her Doctoral dissertation and received her PhD from the University of Paris I – Panthéon Sorbonne with summa cum laude («Très honorable avec félicitations du jury»). Her doctoral dissertation titled “La fοrmatiοn du concept de fοnctiοn publique en France : cοntributiοn à la théοrie de la fοnctiοn publique » (The formation of the concept of public service in France : contribution to the theory of public service) has been published by the French Publishing House L.G.D.J. (Bibliothèque de la Droit Publique, Tome 196). As of 1984 and up to the present, she has been practicing law with focus on the following areas: property law, construction law, public contracts – commission of works, procurement of supplies and services (tender process, execution of the contract), environmental law, energy law, competition and communications law, contract law, EU law, litigation, arbitration, mediation, legal matters with respect to the European Convention on Human Rights.

She has litigated many cases before the Supreme Courts of Greece, i.e., the Council of State, the Supreme Court (Cour de Cassation) and the Court of Audit, and she has appeared before the European Bodies and the European Court of Human Rights.

Some of the major cases she has been entrusted with are the following: the construction of the Acheloos River Diversion Tunnel to Thessaly, the Athens Waste Processing Center in Psyttaleia, the Extension of the Thessaloniki State Airport “Makedonia”, the infrastructure development and improvement of the new Paros airport, the Construction of Greek Embassy in Berlin, the renovation of the Athens Piraeus Electric Railways (ISAP), the construction of the Trikala-Larissa Motorways, the Attiki Odos Motorway (concession contract), the legal support of the Hellenic Railways Organization (OSE) before the Greek Courts as regards the contracts for the provision of rolling stock, the Latsio Burn Hospital Center at Thriasio Field, the Keratea (Attica) Sanitary Landfill Waste Site (HYTA), the litigation of important cases on behalf of OTE S.A. before the Greek courts with respect to claims against other telecommunications providers etc. She has also served as legal consultant for the project of building the Greek satellite “Hellas Sat” and currently she holds the position of the Legal Counsel at the National Museum of Contemporary Art. She has published numerous articles on construction law, administrative law, and EU law. She speaks French and English (fluent) and Russian and Italian (working knowledge).

Nella Panagiotakou

Nella Panagiotakou studied Law at the University of Athens Law School, where she obtained her degree, as well as in the city of Bordeaux, at the Montesquieu Bordeaux IV University, where she obtained her Master in Public Commercial Law. During her studies, she prepared a dissertation on the exercise of social policy through public procurement. After working for a law firm in Athens, she worked in the Department of Competition and Public Procurement of the Municipality of Bordeaux, where she was occupied with the coordination of procedures for the award of public service contracts as well as with the execution of the public works on behalf of the Municipality of Bordeaux. Since 2014, she has been practicing law with focus on the area of public contracts – commission of works, procurement of supplies and services (tender process, execution of the contract), representing either the constructors or the contracting authorities before the competent authorities and the Courts. Her field of work as an Attorney -at- Law also includes private contract, property law and commercial law.

Evelina Konstantopoulou

Evelyn Konstantopoulou (trainee lawyer) studied Law at the Dimocritus University of Thrace, where she obtained her degree with honours. During her studies she attended numerous conferences, among others “Constitutional Rights during Pandemic”, “Administrative Rights in Everyday Life”, “Legal Aspect of Criminal Organization”, “L.P. conference in Athens”. Her dissertation on «Non-pecuniary Damage of Legal Entities» received the highest grade of her class. She is fluent in English, speaks German and has great critical thinking and problem-solving skills.
